Is this gaming pc good for beginners?

specs are quite low, but the CPU / MOBO are not bad for the price. The Pentium CPU is a good overclocker and would be a good start.
However the Graphics card is going to severely limit what games you can play and at what level of detail etc. Future upgrades would be hampered by a low power PSU.

You also need to buy an operating system

what budget do you have ?
 
CPU and GPU are pretty low but it is a good platform to upgrade from.
If you can swing it in your budget I would look at getting a GTX 750 ti graphics card and that would have decent enough performance and pair well with the CPU.

When you would go to upgrade the PSU is probably too low quality to support any power hungry graphics cards

For that price it is not too bad, reasonably good value for what you get.
But it is NOT a good gaming pc, it has some weak components that would soon require replacing if you wished to play the latest games and you will find that if you wished to replace one component then you would likely need to replace others at the same time which could become quite expensive.

I rate this as suitable for games over a year old on medium quality settings, it will possibly have big issues trying to play the latest titles at acceptable standards..
