I would go for a 750 watt PSU if you are considering on buying a second GPU. Anything below that could make it work really really hard. :)

The graphics card manufacturers also list the minimum power supply for each model in their specifications. The minimum system requirement is a 500 watt power supply for the R9-280.

Yes, unless you plan to upgrade in the future. My computer only needs 700 watts but I went ahead and bought a 1200 watt PSU since it was on sale.

The manufacturer has to assume you have a low quality power supply.

And you aren't reading the minimum power recommendations either. RealHardTechX maintains the most comprehensive power supply database on the internet. Trust their site. They say 800 watts minimum and since there are no real good 800 watt units so you should be looking at 850 watts models.
