Is this a good temperature for my CPU without playing any games?

I currently got an AMD 4130 FX. Without overclocking or anything my CPU temps fluctuate to 13-17C. Often, they hit lows of 7-8C. Is this good? And what do you think is the headroom of overclocking if I get such temperatures?

It actually kind of does make sense to me. I live up north and currently it's 0 degrees Fahrenheit, and it's placed up near a wall. The heating vent next to it doesn't work so that doesn't do too much in terms of heat. I'm pretty sure it's not an error unless it's in my motherboard itself. I went to the BIOS and it fluctuated at 11-15C.
