PC turns on for a second then shuts down. All fans (except back fan) and LED working.

This is a PC I built last December. Thanks to generous gifting. I got a new mount for my SSD so I could place it in the front of my case, re-wired others so it would look neat. After I put it back in together, it turns on only for a split second. It powers LEDs turn on, fans including the PSUs spin (except for the back fan. Below for details), GPU gets power, fans and LED turn on.

I tried to check if I missed placing the connectors (CPU) which I did not and I noticed that my back case fan was not working. It appears that specific pin won't work now because I tried plugging my upper case fan on it and it won't work, while I plugged in my back fan on another and it stared spinning again. This was not happening before I cleaned up the cables and placed the SSD at front. Everything on my system was running perfectly fine before this.

I tried to take off the motherboard from the case and unplug everything to check where the error is, tried without GPU and RAM stick, no beeps and still the same symptoms. I tried changing my CPU to an older one and re-seat the cooler, reset CMOS, checked for bulging or leaking, tried my multi-bios switch to see if the other was working (none updated bios which should work with G3220), I tried reconnecting things at a time, still won't boot and that one system fan on the motherboard is still not working.

I thought it might be a CPU problem but I have already replaced my stock fan with a EVO 212 a couple weeks back so I didn't really have any problems. I never overclocked it and I even tried with the old CPU that I used on the motherboard to update its BIOS before to support the 4790k.

I am not sure if it's the PSU as it was working perfectly fine before I fixed my cables and mounted my SSD on the front. Tried to test with paperclip and it was working.

I am now stuck with just my phone because I don't have a backup system. Have no cash to purchase another board or pay for repairs. Since I got off contract a few weeks back and now trying to find another job. Just have enough to pay bills as it is. RMA would be unimaginably timely which would leave me in a difficult situation while trying to find a job. Is there still any way I can fix this, revive it or something or do I really have a dead motherboard? I am in real need of help. Please and thank you. Apologies for the inconvenience.

CPU: I7-4790k. (Intel pentium G3220 used to update Z87 BIOS to support 4790k)

PSU: SeaSonic X Series X650 Gold SS-650KM 650W ATX12V Modular Power Supply
Storage: 250 GB 840 evo, 2 TB internal WD. 1 TB external WD my passport.
