1080p HD videos stutter, lag, freeze -totally unwatchable on all browsers!

I REALLY NEED HELP!!! Please read patiently and assist if you can !!

I have been desperately seeking a solution for this issue for many weeks and months. I can't watch videos at 1080p HD quality - like a normal person in 2015.

1080p HD videos 60fps or 30fps are simply un-watchable:
The videos are very jerky, have massive stuttering, lag badly, judder, jump, freeze up frequently, sometimes freezing totally for long periods and resume 30-60 seconds later

The issue is the worst with 60fps videos such as gamespot's Reality Check:

But 30 fps 1080p videos are still totally un-watchable and run badly.
780p videos also not working flawlessly.

The issue appears in Chrome, in Firefox and less so in Internet Explorer (but I have heard that explorer doesn't show 60fps videos).

my specs:
Windows 7 Home 64 bit.
Asus GTX 670 DC2T GPU
Intel Core2 Extreme X9650 CPU
4 GB of DDR2 RAM

But none of the few solutions mentioned there helped. And I am out of ideas as to how to fix this. I have tried everything:
Disabled Hardware Acceleration in Chrome
Disabled Hardware Acceleration in Firefox.
Disabling Hardware Acceleration in Flash settings when right-clicking on the video itself.
Resting Chrome to it's default.
Deleting all history, cookies and cache on both browsers.
Removing many softwares and apps that aren't 100% necessary.
Checking to see if there are extra plugins and removing them (no extra plugins).
Removing and re-installing Adblock Plus.
Disabling un-needed network adapaters.
Resetting my main network adapter and router.
Checking internet speed: running solid at 100mbps. No issues.
Using SuperAntiSpyware to full scan at maximum boost and remove spyware and tracking cookies.
Using Malwarebytes as well as Microsoft Security Essential fully updated to scan for malware, viruses or spyware: none found.
Used CCleaner several times to clean pc, and fix registry.
Defragged the hard-drive.
Uninstalled my Nvidia drivers, using manual uninstall.
Used DDU (Display Driver Uninstaller) of the latest version, to totally remove any driver remains of Nvidia, AMD (my previous card), and Intel (Motherboard drivers) drivers.
Re-installed the latest Nvidia Drivers.
Checking the disable hardware in chrome://gpu, as well as checking the flash plugin in Chrome://plugins.
Set my PC to HIGH PERFORMANCE in power options.
Ran Windows Update.
Ran a windows memory diagnostic and found no issues.


For most users online, disabling Hardware Acceleration in Chrome or Firefox helps. But for me it doesn't. It only makes things lag even worse.
Also worth mentioning, my CPU usage rise up to 90% and ram between 30% to 60%.

I never pirate, don't use torrents or any sharing softwares, or some other potentially slowing and harmful illegal junk.
My PC is a secondry gaming rig (albeit older than my main PC), it is still very powerful, and its 100% clean of viruses, malware and spyware. It can run many games at maximum settings, so there is no reason in hell why it wouldn't be able to run pre-recorded videos smoothly at 1080p.

I thought going with FireFox will fix it, but I was wrong....
Please help... I will be grateful.

Hey! I was having the same exact problem.

I fixed it by disabling my firewall in Bitdefender.

Somehow it was causing youtube to lag out of control.

Hope this helps you.. I was having this problem for the past few weeks and it was driving me crazy...

Worth mentioning also that my Internet connection and speed is very high, 100mbps, 12MB PER SECOND download speed, no issues there probably, didn't check router settings though.

If you need further details, anything that can help let me know. Heck if you want to do a Teamviewer session and see for yourself I won't refuse.
 
Do 1080p video files (not browser-based streamed video) play ok?

Do 1080p YouTube videos play OK in HTML5 mode?

If the answer to both is yes, then the culprit is Flash. Try updating to the beta version of Flash (or downgrading to an older version though that introduces security risks), see if that helps. I'd do a clean install rather than relying on Adobe's automated upgarder. i.e. uninstall the old version, then install the new one.

Also, in CCleaner, click Tools -> Startup. That's roughly equivalent to msconfig, but I think the interface is nicer. Disable anything unnecessary in there, like anything that checks for automatic updates, Acrobat pre-loader, etc. If you don't recognize something, either Google it or disable it (you can re-enable it later if it turns out to be important).

OK... here goes:
Regarding 1080p videos on the system: they work perfectly fine.
About Youtube in HTML5. Not excatly sure how to actually activate HTML5 MODE. The link you sent me has not instructions but says "The HTML5 player is currently used when possible."

I installed Chrome Youtube HTML5 extention by Chris and also tried to add "/HTML5" to the ending of the URL.
This is the video I always go back to check the stutters and lag in:

Set it to 1080p at 60fps, right click on the video to show "stats for nerds".
The video lags and stutters like crazy.

I read online that its an issue with 1080p on 60fps ONLY.
However both IE11 and FireFox do not support 1080p60fps yet (you change the quality to that)!!!
So Chrome is the only browser compatible with 1080p60fps, but it can't handle it in some systems...

Also I saw that about 80% of the world population who have this issue get this fixed by disabling "hardware acceleration " in Chrome Settings, like this guy suggested:

Well it seems Chrome is always working on HTML5, but 1080p60 is still messed up, while 720p60 seems fine.
I checked with someone who has a weak end Core i3 without a GPU, and it ran 1080p60 smoothly.
Why do I have this issue then?
Also at 1080p60 my CPU Usage rise to 90%-100%

About CCleaner and startup apps:




I don't have anything suspicious or unwanted there, maybe I can decativate Nvidia Shadowplay, but I dunno.

There is also another Adobe Flash Player plugin that looks like this:

There must be an explanation for this..
I can't honestly believe the CPU is too weak to withstand 1080p or 1080p60fps videos, it makes no sense. CPU usage goes up to 90% and the video stutter.
Maybe its the RAM that's going over 60%?

Anyway, I can't find any solution. I tried uninstalling Chorme and installing the 64bit version (not the default most download) but no use..

I'm curious, does this happen with 1080p videos on your hard drive?
Test by downloading some anime or something.

Could be a dying hd.

I don't know where to download 1080p animes, and I don't really want to start going into torrents as I don't do piracy and I rather not risk my system.
Unless you can recommend of a safe place to get 1080p animes in, I would test it out.

However I ran a few home recorded videos, recorded with my Samsung S5 (says it's 1920 x 1080) - and it runs fine, CPU usage is about 12%.
Is my hardware messed up?
Or is it some Flash or software/windows issue?
I might just end up formatting my system but I fear it won't help.

I have just made a total format if my system and it did not help!!!

Also, for some reason the windows updates take Too long to install (nearly 4 hours of updating)
I can't watch Gamespot videos on HD as well as any videos above HD quality in Youtube and 60fps 1080p vids. They lag and stutter too badly..

I consulted with two PC tech people, as well as countless other online searching...

I really need a solution? Can anyone help?

But it's not the HDD - I already said: playing and watching 1080p videos that are stored on the drive takes less than 10% load and runs flawlessly.
So all signs show the issue isn't the HDD.

I want to emphasis that the issue is the worst with 1080p 60fps videos, but its also really bad with 1440p and higher, and even with normal 1080p some not working properly.
(I don't have an additional HDD right now to test it anyway - I would need an external drive and then install another Windows system on it - and boot the 2nd system, right? again I doubt its the case).

Found this on some other thread

Was able to fix this in Windows 7 64bit, at least, by deleting the contents of Windows>SysWOW64>Macromed>Flash.
When deleting I was prompted that I needed to have Admin rights, and one file in the directory wouldn't delete,
but after doing so, the stuttering of youtube (especially while browsing when playing videos) stopped.

Try this.

Also to fully sure about the HDD and OS , try sfc /scannow in a admin rights command prompt.

I just ran the scan - no issues found:
C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Windows Resource Protection did not find any integrity violations.

Also: removing all the files (except from the un-removable file: Flash32_16_0_0_305.ocx) in Macromed>Flash DID NOT HELP TOO. At least I don't see a noticeable difference.

I have also overclocked my CPU from 3.0 Ghz to 3.33 Ghz but it didn't help either...

So is my hardware to old to view 1080p and above + 1080p60 videos properly?
It's worth mentioning that Gamespot have started implementing 60fps (I guess) into most of their HD videos, therefore I am constantly getting these lags and stuttering.

Once again, the recommended ideas above did not work. Nothing works in fact.
I use this video as reference, can you guys please try to watch it, and tell me if you have lags, stuttering, jutters and audio out of sync?
Also can you tell me your CPU usage%? Should be high, but mine is about 100%.

Also worth mentioning that my Android Galaxy S5 plays the HD videos flawlessly (google Chrome mobile browser)!! They run smooth, fast, crisp and possibly even at 60fps. Either way it looks X10 better and smoother than my PC.
I doubt my PC (even though its a secondary PC and not that new..) is weaker than my Smartphone!

I guess its just hardware to google to 1080p60fps compatibility issues? (it's mostly with Google and especially at Gamespot that applied 60fps to their HD quality videos, HIGH is probably 720p60..
It's frustrating as hell... I doubt my pc isn't strong enough.
Even my Samsung S5, strong as it is, can run all the HD videos flawlessly. Sharp and smooth.

Already have. Made a full format of the HD. And re-intstalled windows + drivers + win updates and a few chip-set updates. DIDN'T HELP.

So you still found no solution?
My main problem is that some sites, including Gamespot which I visit regularly, have started to use 60fps as their standard video player settings. So if I want to watch anything HD or HIGH it would be 1080p60fps or 720p60fps respectively, and I will have severe stutters. Some youtubers are uploading in 60fps as well... so it gets worse.

Same issue here on a new laptop. Pretty frustrating. It only happened when using 1080p 60 (and above) html5 regardless of the browser used. Switching over to flash would alleviate the problem completely, but I'd prefer not using flash as it has its own set of issues. I found a fix for now, which got rid of most of the stuttering. Using Firefox, go into about config (type about:config into the address bar), then search for the following two lines and change the values of both to false:

media.windows-media-foundation.enabled

and

media.windows-media-foundation.use-dxva

Should you run into any problems, change the value of media.windows-media-foundation.enabled back to true and leave the other line on false. Hope this helps somewhat.
