Lower resolution same fps

Maybe it's stupid what I'm gonna say, but I have a doubt. If I get the same fps playing BF4 at 1080p and 720p, it means that my CPU is bottlenecking my gpu?

AMD FX-8350 @ 4.5Ghz
MSI GeForce GTX 970 Twin Frozr V OC 4GB
MOBO: Asus M5A99FX PRO R2.0
RAM: 8GB Kingston HyperX Fury 1866Mhz
OCZ Agility 3 SSD 120GB + 2TB HDD + 500GB HDD x2
Case: Zalman Z11 Plus Red
Corsair H80i Water Cooler
PSU: Tacens Radix VI 850W
OS: WINDOWS 7 Ultimate 64 bits

Your CPU is good enough to Handle GTX 970. I dont think that your CPU is bottlenecking your GPU. Resolution doesnt matters a lot. The graphics settings matters. So try in lowering some settings and check the FPS. Also this is happening with BF4, try another game also like COD Advanced warfare and COD Ghost. If this problem don't happen with other games then you dont want to worry. By the way, which software are you using to monitor the frame rates?

I'm getting low performance in most games I play. In some games I can see how my CPU usage drops, so my GPU usage drops too. But the temps are not the problem, 45-50 degrees max. And my OC is stable. I tried out my GPU in my friend's PC and the games were running fine, the difference is that he has an i7 4770.
