Hello everyone i have a DVI to VGA adapter and i was wondering if i could use it to connect my second monitor to my R9 290x but the DVI ports on my GPU are different from this adapter... i was wondering the compatibility of this DVI adapter:

http://www.newegg.com/Product/Product.aspx?Item=N82E16814998101&cm_re=VGA_to_DVI-_-14-998-101-_-Product

and this GPU:

http://www.newegg.com/Product/Product.aspx?Item=N82E16814127847&cm_re=MSI_R9_290x-_-14-127-847-_-Product

any help/info is much appreciated

P.S. i have the EXACT dvi adapter that i linked but i only have the 4gb version of the same GPU that i linked, Also i do not have the budget to buy another monitor that supports DVI/HDMI/Display Port

no dice. if you look carefully, you'll see that the adapter has 4 pins around that one flat tab. those are key to using the VGA port. since your card DOESN'T have the 4 output pins around the flat tab, it doesn't support VGA via the converter.
