Booting problem of dell precision T7400 workstation

I am facing the problem that my dell precision T7400 workstation is not booting up , it is showing a code error which is (1 and 3) with a amber light blinking. Please help me find a fix for this.

I have diagnosed my workstation according to the given manual. i have tried pressing the test button in power supply after detaching all the components but the power light blink only the first time and when i press the button again the light does not illuminate again.
Is this problem is related to power supply?

Hi all,
I had a very similar problem some two weeks ago, like
1) machine stopped suddenly, symtomps
a) no video
b) power button amber light blinking
c) lights 1 & 4 ON

2) same as above happened a couple times until I reached a no power button light at all status

Suspicions:
1) hard drives, CD ROM, video or LAN adapters
2) memory
3) motherboard failure

First I removed all hard drives, one PCI LAN adapter and replaced the video card for a brande new one
- No result, machine seemed dead, no power
Secondly I removed ALL memory sticks then tried to boot with one at each time
- Same. Machine dead, no power

Then I removed the power supply and took it to a PS maintenance shop
- Technician tested it as OK on all tensions

The worst suspicion would be a motherboard failure. A technician said he examined the machine and told me it would cost some USD 450 to repair.

As the machine cost the same I returned home and
- removed the two processors heat sinks
- opened the processor bay lid
- removed both processors
- sat them back and closed the lids
- applied thermal grease to both processor caps
- reinstalled firmly the heat sinks
- replaced the CR2032 battery that powers the BIOS memory (old one was 2.8V, new one 3.3V)

After that the machine started working and passed all Dell tests without any failure. It's been working for 12 hs (last time I used it worked for 15 min).
