My only SATA 3.0Gbs port is blocked by my video card. I do not want to replace my motherboard or video card at this time.
Will I still see a noticeable improvement over an HDD for my Windows 7 system drive?

Solution
Yes, you will see an improvement. Even if it were limited by connection speed, the lack of seek time on an SSD would speed it up greatly for Random Access speeds.

hi there ssd drive are way faster than the 7200rpm drives around double my advice if your wanting to change is use a small one for your os around 100gb as the smaller ones perform faster and save your other for storage space ssd drives work the same as a flash memory as in instead of the computer looking is knows where the file is already a 7200rpm drive uses a needle not unlike a record player to read the drive and find the file its looking for although these drives are good and quick enough for everyday tasks the ssd packs more punch on the speed side and there more robust if you decide to remove and drop it on the floor so ssd are good and not much more expensive than the average 100gb 7200rpm drive so yes way faster and way better happy computing
