Need Help finding out if my new gpu is doa

bought a gpu and plugged in and got no idea if its working or how to get it to or if its simply underpowered

Glad to hear everything works fine....atleast it is not DOA as suspected. Seems the PSU was to blame :D

For the bottleneck issue see this thread: it discusses the AMD 6400k with a R9 270x which is one model below your 280x

Basically your CPU is too weak for your Graphics card

I believe your system is under powered to run your new card

required power : 750w ; Recommended 1000w

yeah, see the required is 750w, but your system should run the card ok with a 550w. Personally I will say 475w is just not enough. But fs you already measured the power draw and you have enough available, then the problem must lie somewhere else.
