SOLVED: Problem with Crossfire R9 280X running both cards at full load continuosly from startup

I have 2 R9 280X's running in crossfire, and were running fine up until recently when they have both been running at 99% load from the moment Windows starts up and do not idle down at all. If I disable crossfire and run 1 card it runs fine (I've tested with both cards)
I have searched far and wide and can only find solutions for 1 card running at 99% load and have tried it all

Now both cards run at 99% load whether or not crossfire is enabled, and with 1 or 2 cards installed. When they run at full load they heat up to 65-79 degrees celsius and on hot days my computer shuts down because they are over heating.
I have no overclocking features enabled what so ever.
