windows 8.1 small file not taking space on disk

In windows 7 when you make a file that is 1 to 600 bytes it shows space on disk as about double what the size is. In windows 8 and 8.1 anything smaller than 600 bytes shows 0 space taken on disk. I just wanted to know why this is? My teacher was stumped as well he said maybe anything smaller than 600 bytes is stored in the file directory but that was just a theory.

Windows 8/8.1 allocates placeholders differently than Windows 7 does. Its almost like when you do a fresh install of any OS an it comes back telling you that Setup may have to create additional partitions and does so for one thats like 100Mb or so.

If its not causing issues, I would just simply leave it alone.

It is causing a problem cause I have a ton of small files like that and it's not taking space on my hard drive or at least it's not showing what it's taking I mean. So basically I have not used any space on my hdd but I have a lot of files. Or am I just misinformed about this whole scenario ?
 


Let me do some digging but I'm almost certain it works the same way Windows 7 used to in that they are there for Windows updates temp files, etc. but I will run down some more information.
