My PC keeps restarting every 4 seconds

My desktop Pc that I have had for about 3 years had been switching itself off every now and again for the last couple of months but for the last few days whenever I try to switch my PC on it just restarts/ reboots itself after about 4 seconds over and over again. I have tried putting a different PSU into it and made sure all the cables were properly attached. I regulary run all kinds of scans for malware and Trojans. Tomorrow I plan to see if my CPU needs more thermal paste applied to it. Please advise.

Re-applying the thermal paste made no difference and I tried booting up with all my hard drives unattached, both of which failed to make any headway. I have 4 sticks of RAM, what is the next step?. Thanks.

Thanks for the reply. I did the paper clip test and the fan was spinning on the PSU. The guide mentioned it could be the power button or I need to clear the CMOS and I have done these and the same keeps happening...
