Windows wont start. I know why, but don't know how to fix it.

Hi, so today I noticed that my Intel I-7 3770k was only showing 2 cores (4 logical) and not 4 cores (8 logical) like it should.
First thing I thought was that the bios was messed up so I reset it but that didn't help.
So then I thought that it must have something to do with my OS not recognizing the right amount of cores (Windows 8.1)
I opened msconfig and sure enough when I went to boot\advanced options; the check box "number of processors" was checked and set at 4 cores (but the drop down box only went to 4 not 8 like it should). So I heard that if you uncheck it, then restart, you should be able to check the box again and select 8 cores.

And this is where I screwed up.
First, I didn't save a system image
Second, I unchecked the box and restarted
Now, when it boots up it gives me the frowny face with the "collecting error data...." And says that I can look up online the message BAD_SYSTEM_CONFIG_INFO

Here's what I've tried so far. I tried restoring a automatic system save. No luck there, it just tells me it can't access files or whatever.
I tried booting in safe mode. No luck just the same thing
I tried to open the CMD (within the system recovery thing) and typing in "start msconfig" to try to check that box again. No luck, just says can't find file msconfig (is there a command I can type in to have it re check that box?)

And now I'm here and in some deep water. Any advice from any would be greatly appreciated.
