Arma 3 only using 15-40% of 970?

Its like this with almost all of BIs games, my 780 runs a stable boost clock of 1163 on almost every game I play EXCEPT arma 3, dayz etc, those struggle to run on ultra on more than 600mhz, tried a bunch of different workarounds apart from flashing the bios and forcing the overclock, nothing has yet worked.
