How to overclock and keep the RAM to run at its designed speed 1600 Mhz

My board is EP43T-UD3L, and it supports 1600 DDR3 ram. So now I have Transcend 4gbx2 DDR3 1600Mhz.

I tried upping CPU Host Frequency (Mhz) to 400 Mhz to get Memory Frequency at 1600Mhz, but it won't post anything over 300 Mhz.
I could overclock my cpu E5700 to 3.8 at around 250 Mhz with CPU Clock Ratio x15 and ran stable for 1h with Prime95, but my RAM will be just 800Mhz in Bios, and shown only 400Mhz in CPUZ DRAM Frequency and 800Mhz in SPD tap.

Do I lose the RAM performance here? If so, is it worth it to have higher CPU frequency?

I am pretty new to overclocking, and is willing to learn.

Find the ram divider/multiplier in bios and change that. If the board supports 1600 then the divider should go up enough to get that frequency. Don't mess with Host clock or anything related to CPU - you're only supposed to do that for overclocking AFTER reaching max supported frequency.

@embea22, for 775 socket board here, I noticed in order to multiply the ram is to increase CPU Host Frequency as they links?!

Yes, the one to reach 1600Mhz is to up the frequency to 400Mhz and Multiply x4.0B, but anything above 300Mhz won't post for me.
I also tried following the guy here: http://www.overclock.net/t/932065/ga-ep43t-ud3l-e8400-oc-issues
as we have the similar spec. His works but mind didn't.

One that I am not sure, is why he set this:
System Memory Multiplier ..............: 2.40B
Memory Frequency (Mhz) ..............: 800

Shouldn't it be 1600 by using 4.0B, not 800 with 2.40B?

I can't find FSB or NB somewhere (isn't CPU Host Frequency = FSB in this context?). The only option I have is to bump up the CPU Host Frequency to 400Mhz and use System Memory Multiplier (SPD) x4. But again if I set CPU Host Frequency anything above 300Mhz, things get unstable or not even post.

From the screenshots there of the setting, what else do you modify to get this done to run 1600Mhz ram or it's just no gain and stick with 1200Mhz as of now?

My CPU Vcore is 1.408v and the temp under normal load is 42c and during gaming it can be 63c-70c.
