APPROXIMATE PURCHASE DATE: Next month or two.

BUDGET RANGE: $1,000 - $1,500 (I assume the extra 500 would go a long ways but feel free to let me know what the sweet spot is in this range.)

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Playing and streaming video games.

PARTS NOT REQUIRED: keyboard, mouse, monitor, speakers

PREFERRED WEBSITE(S) FOR PARTS: Newegg

PARTS PREFERENCES: 16GB ram I'd assume for streaming. I believe 8GB would be too little.

OVERCLOCKING: Maybe, but I'd rather my desktop last at least a few years....

MONITOR RESOLUTION: Not a concern atm. I'll upgrade the monitor at a later time.

ADDITIONAL COMMENTS: I stream games in my free time on Twitch.tv so my desktop will need to be able to play games and run OBS, or Xsplit, streaming/recording software in the background. I'll be playing tons of different games, some being as graphics intensive as Star Citizen. I'm aware that AMD's 300 series is supposed to be coming out anytime. Should I hold off on the vid card and see how good the 300 series is or just go with a GTX 970 or something?

I'm aware how to build a desktop but I'm so far removed from all the changes/updates in the past 5 years that I'm completely clueless on what's good atm and what I can get setup with roughly 1.5k or a little less. Appreciate anyone's help on this! :)

I would say wait for Broadwell and AMD 3xx series, you can still build a decent system now and wait for them, yes you can run all current titles available on high settings with GTX 970, something like this

What should I expect out of this setup? Playing/Streaming most gaming on medium settings? high settings? Scale-ability medium or high with this setup? Should I wait till AMD's 300 series is released or is the GTX 970 just top notch for the price and just going to be the all around superior option? Would like some input on the above questions as I'm hoping this computer can last for a while, as new games come out I don't want to be running everything on minimum settings as that affects the presentation that I can provide to my viewers while streaming.

this is just an alternative while waiting for Broadwell and AMD 3xx series, you can go for i7-4790K + Asrock Z97 Extreme 4 + 850W PSU if you do not intend to upgrade to Broadwell + AMD 3xx and wish to SLI in the future

This build will allow you to overclock for the future and it has support for sli. It has a good boot up time and it will allow you to play games and stream smoothly. I think if you have just a bit more $$$ get the gtx 980, it will be totally worth it.

With my build you can expect to play modern games at ultra settings with nice FPS, it is a great bang/buck GPU and is the go to card for most builders. You could wait for the 3xx but it may not even fit into your budget as we don't know prices yet. The I7 and 16gb of ram will be perfect for video editing/rendering, as well as the noctua air cooler will allow for a nice overclock comparable to closed liquid coolers but less of a hassle

Thanks for the additional comment. I have to say that I'm leaning towards your build suggestion the most as I feel an i7 is mandatory for what I'm doing. How will this setup handle / do with a 2nd 970 in the future? Will the noctua air cooler be able to handle both of them running?

970's already don't run as warm as their AMD counterparts and with the aftermarket coolers from MSI they will be fine temperature wise. As for the build it'll easily be able to handle a 2nd 970.
