As with low budget
Processor :- FX-8350
Mobo :- MSI 970 GAMING
RAM - CORSAIR VENGEANCE (8x2)GB DDR3
I am going to buy a 980 in future so which PSU should I buy, and yes as I am not overclocking so do I need to buy a CPU cooler or stock cooler will be fine?. Want to play Watch Dogs, FC4, Crysis 3 and COD advance warfare and do some photo rendering and programming, can the procesor handle all at good rate.

Solution
1) If you're buying a 970 now, forget the 980. The performance gains are marginal and it's not worth the cost. It would be better to wait until at least the next series of graphics cards to come out to justify an upgrade.

2) The FX-8350 will be fine. Some CPU-dependant games you'll see some frame drop but it offers good performance at the price. It'll also be good for rendering.

How about Radeon 290 is it better than 970/980?

Similar. Might be cheaper depending on models you are looking at. But the 970 and 980 will use a lot less power. (100W+) If you are looking at the 290 then the 550W Rosewill Capstone is a good unit. You can drop down to the 450W if you get the 970. The 550W should run around $60-80 depending on sales or if you want modular or not.
