MSI GTX 970,is coil whining caused by PSU?

I started playing dying light and got all settings to max,no DSR,v-sync on. Then i started hearing some annoying noise,and i figured it is coil whining. Got on google and after a bit of research i started thinking coil whining might be caused by PSU.

PSU is 700w Cooler Master rs-700-acab-l3(thats what is written on it) . I got that PSU about 2 years ago.

Is coil whining caused by a PSU?

Also if you have any tips on how to reduce coil whining i'd appreciate them.
 
Solution
if it's coil whine then it's the combo of your PSU and GPU.
The easiest fix ( although not a lot of fun ) is to return your card and get another.
Other cards might not have it with the same PSU.
If you have bad luck however you could have the same problem.

You could exchange your PSU as well but that would cost money. GPU under warranty is free and might solve it as well.
