serious PSU+ gtx 980 issue need urgent help please!!!!

Hello there.
I've purchased a system some month ago , and i just noticed that something is wrong.
msi afterburner 4.1.0 says my gpu " power" usage % is 60% maximum.
I think this is not normal because i see people with same gpu, same cpu, same game, same settings with gpu " power " usage % at 100 or even 110% , but my gpu power usage never goes over 60%!!!
in games i experience fps drops, stutters, drops in gpu usage % and high frame times.

I've reconnected already the 2x 2+6pin pci psu connectors but didn't change anything.
my system:

INTEL Core i7-4790 3.60GHz 1150
GIGABYTE GTX 980 WF3
HyperX 8GB Genesis DDR3 1866MHz CL10
ASUS Z97-K
WD Green 2TB 5400rpm 64MB SATA3 - slowmotion style ;(
COOLERMASTER RC-650L-KKN1 Silencio 650 Pure
FSP Raider 650w silver 80+
SCYTHE Mugen MAX

I'm really worried, i've spent a lot of money on this PC and i feel really bad now
i have both windows power setting and nvidia power settings on " maximum performance " .

what is happening? 650 watts not enough for my system? or just fsp is so shit it fails delivering the promised wattage?

please help me!

no i bought the system like this parts as listed.
How can it happen that its a 650w psu but still not capable of delivering the promised wattage? i can't do anything? i have to purchase a new psu to make my system work properly?

the current state of things is not damageing my pc parts right? how bad is the situation? I'm really worried my god -.-

sry for double post, i wanted to edit

Cheap poor quality PSU's lie about spec and are far more likely to fail, when they fail they are more likely to cause damage to the rest of the system as they dont have the same level of protection built it, they are built on inferior designs. Poor PSU's are a bad idea but it doesn't fit your problem

i play at 1080p normally, but i will check it with DSR 4k in 2 min.

Yes i experience some instability:
-fps drops
- gpu usage % drops ( sometimes my gpu usage dropping to 80% then back to 98%)
- high frame times
- bad stuttering when gpu usage drops because fps drops too.

and the worst thing is that i see youtube video where guy with same cpu, same gpu , same game, same settings same area has 110% gpu power load :(

i have newest drivers everything up to date. checking power load in 4k now

please help!

I still don't think its the PSU but it could be. I would try completely removing the drivers, rebooting and then reinstalling. If that does not fix it your best bet is probably to send it back under guarantee, if it does have a faulty component make it the vendors problem and not yours. One of the few benefits of buying a pre-built system

the problem that it's not pre-built i mean they built it for me but i chosed the components so i have the warranty for the components, not the whole system.

i've checked the 4k DSR in far cry 4 , my gpu power usage maxes out at 75%... and i have frametes of 35-45 ms! thats crazy high right?

i clearly see people getting 100% or more than 100% gpu power usage in games even on 1080p .
look this guy with gtx 970 105% power 1080p where my power usage is 60%....

what should i do?

@sizzling yes i 'm reinstalling driver now in 2 min.

@bossyfins. i have the msi afterburner set to power limit 105% and it never reaches more than 65% or 75% in 4k, however i can't manipulate " core voltage" because it is locked in my msi afterburner 4.1.0

i get frametimes of 35-45ms :(

my asus GTX 980 needs 520W PSU and i have a 600W with i5

your GIGABYTE gtx980 WF3 requires 600W but you only have a 650W....with an i7 on board

get a new PSU ... 750w minimum

you are too close to your PSU Wattage.

your PSU should be minimum 700W ... with i7 on top of that i would not go under 750W.

Power profiles are already on high performance both in windows and in nv control panel. However i might found the answer for the TDP% capping at 75% while gpu seems working fine on 99% load.

Here's is my hypotesis:
each man ufacturer programs other TDP on card's bios( msi, gigabyte et c )
the gigabyte's card's bios has maximum TDP of 220-230W, but in the nvidia driver its probably listed TDP at 165W. So when i monitor the TDP% wth gpu-z or msi afterburner i get the maximum 75% TDP of the 220-230W read from the card's bios. but that's actually already 100%+ of the 165W?

so when i actually set core clock to 1400, memory clock to 3600, and power target to 110% and i put 10mv voltage and i only see 75% TDP it can be because it is the 75% TDP calculated from the bios TDP? like 0.75*230= 172.5 W what is already 104%+ of 165W.

could this be logic?
also i see this issue reportedby lots of ppl on overclocker.net " gtx 980 owners" megathread 800+pages different manufactured cards seem to have tdp cap at different numbers.

here is my firestrike score:
gpu usage: 99% TDP usage: 75% ( cap)

it seems fine for the setup?
