CPU usage goes to 0% at anytime need help on how to fix?

ok lets start off by listing my specs for my pc here there they are.

CPU: AMD FX-8350 4.0GHz 8-Core Processor

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler

RAM: G.Skill Sniper Series 8GB (2 x 4GB) DDR3-1866 Memory

SSD: A-Data XPG SX900 64GB 2.5" Solid State Drive

Hard Drive: Western Digital Caviar Black 1TB 3.5" 7200RPM Internal Hard Drive

GPU: Sapphire Radeon HD 7870 GHz Edition 2GB Video Card

CASE(inCASE u need it ;)): Cooler Master Storm Scout 2 ATX Mid Tower Case

Power supply: Corsair Gaming 600W 80+ Bronze Certified ATX Power Supply

DVD drive: Samsung SH-224BB DVD/CD Writer

Case Fan: Cooler Master R4-S2S-124K-GP 44.7 CFM 120mm Fans (have 5 case fan installed at the moment)

Motherboard: ASRock MB-990EX4 Socket AM3+/ AMD 990FX/ AMD Quad CrossFireX& nVidia Quad SLI/ SATA3&USB3.0/ A&GbE/ ATX Motherboard


OK so some other important information about my problem i had this problem for a long time i just put up with it because i did not have the money to replace my CPU so now i have money and if need be i can replace it.

regarding temp
i have recorded my temp multiple times, what my temp was during/ after the freeze is about 27-31 C for CPU. what is the average/safe temp for my CPU i don't know?

first of all, temps reported by piledriver cpus should be taken with a grain of salt. secondly the largest and most common error for temp reporting on piledriver cpus is when the temp drops under a certain point (somewhere around 27C-38C) the temp reporting becomes unrealistically low. my own piledriver reports temps in the -120C range when the temp drops under 31~ or so

secondly if your piledriver reports it's hot temps accurately (no sure thing) it will be safe up to around 65C-70C.
