PC boots, runs for 2 seconds then turns off for about 5 seconds after which it successfully boots

Hi guys, a few days ago this started happening and I'm not sure if it's because of something I did because I can hardly recall doing anything. I made a thread elsewhere and they told me to check connections/RAM speed but everything seemed fine. Another poster said it was nothing to worry about.

Also when I restart windows my PC powers down for a few seconds, rather than 'instantly' rebooting like before.

I don't feel comfortable yet so I'm askng here for good measure. Is it something to worry about? Everything else is fine, I can boot to windows without issues. Games run fine. Just don't want to be surprised if I one day can't start it at all. The only related posts I can find are ones where it's just a loop and doesn't boot to windows at all.

Do you oc the cpu, GPU, or RAM? Or do you have other add-on card something like that?
When the PC acts like that, it maybe find something is not right during the 1st boot, but as long as the PC can boot in the 2nd time then you are fine. If you did oc like the cpu, then try don't oc it, and boot the pc to see the pc do the same or not.
