DVD-RW sees blank DVD disk as 700MB capacity i.e. as a blank CD disk

My HP Pavilion dv5t-1000 laptop running Windows Vista has developed a strange problem -- it sees a blank DVD as a CD i.e., it recognizes only 700MB of space on it. So when I try to burn a 3-4GB file, the usual blank DVD is not seen as adequate, and I can't do the burn.

One would be more suspicious of the hardware except that I plugged in an external USB DVD-RW burner, and it yields the same problem.

I have gone to the Device Manager, uninstalled the Optiarc DVD RW AD-7580S recorder, and then Searched for New Hardware. The same recorder is found, a driver is automatically found and installed, and I get a message that the installation was successful. BUT there is no resolution to the problem with this sequence.

I have tried a variety of DVD burning programs with the same ultimate issue: the blank DVD is not seen as having the usual 4.7GB of space available.

Virus scans, rootkit scans, malware scans have been maintained and employed for years on this laptop.

I would be grateful for any suggestions!


PS. The program DVD Decrypter, when in ISO Read mode, shows "Disc Not DVD" in the lower left-hand corner when a blank DVD is in the drive. While DVD Decrypter is not a diagnostic tool as such, I do trust it, and it illustrates the problem that I've detailed above.
