If you are talking about the reference design then I agree with you but what is the use of buying a reference design GPU when you can get a good non reference design GPU which is quite, fast and does not throttle and as far as the power consumption is considered its not as high as people think, once you overclock any Nvidia's 900 or 700 series GPU they suddenly start consuming too much power with lots of heat output and you get only 4-5 FPS gain which is not worth at all, also, that 512MB of extra VRAM gives a huge boost-up to the GPU when it comes to the 4K and last but not least when you overclock R9 290X (non reference), the increase in the FPS rate is much higher and the heat output is not as high as Nvidia's 700 or 900 series GPU ( if the base temps are considered).
