I think that's about as tight as you can cut your budget without losing performance. You should be able to easily get 4.2-4.4ghz on the 212 evo. About the only thing you could do is switch to an i5 4460 with an h97 motherboard to try and save some there but you'll lose overclocking and sli support.

If anything I'd recommend adding just a little to that budget and going with a better power supply. Something around a 500-550w from a solid unit like one of these, especially if planning to overclock:

It's not worth putting a lower quality, low wattage psu into a system with nice hardware especially if looking to overclock. Lower end power supplies can have a hard time delivering max power they're rated at and 430w is pretty low for an oc'd cpu along with everything else. A few things could happen, random shutdowns due to lack of sufficient power. Lower quality parts (especially when stressed) could give out, best case scenario the psu dies. Worst case, it dies and takes other components with it. I wouldn't risk it personally, you've got $650-700 worth of hardware all relying on clean steady power from a lower tier $35 psu. Just my .02 anyway. Other than that, looks like a solid build that should last you quite awhile.
