What budget GPUs' can run heavy games on decent frames

Not sure how to put this. Lately i bought a MSI GTX760 2GB TF/OC GDDR5 and i've been enjoying the FPS it gives on my games specially modified TESV, FONV & GTA 4.

So a mate of mine requested me to built a budget gaming Rig that can run games like Watch_Dogs & Far Cry 4 on at least 30-40 FPS with textures set on Ultra or at least very high and other settings such as Shadows AA methods off or low, first i recommend a GTX760 but that blew the budget already (PH 25,000 = $567+), so my problem is what brand of GPU should i get for his Budget Rig without blowing the funds. I searched the internet and came up with AMD GPUs' but not sure which tough R7 / R9 are good candidates depending on the third-party mods like EVGA / MSI etc.

It really depends on what games your mate going to play.
FYI : Far Cry 4 (NVIDIA optimized) so you will get better FPS on NVIDIA Card

If you play Dragon Age Inquisition, AMD would be better on FPS.
Anyway what is the budget for GPU? R7 would be good.

as of now,what's left of it is around $230. R7 is < GTX750Ti even with 260x. R9 on the other hand, depends if it's a mini-ITX version / 1GB which is kinda lo for me. Since Far Cry 4 is labeled by nvidia for optimization i should search for a GTX model then but not 760 ^
 
First off please give the full specs: CPU and power supply are VERY important here.
The good news is that the R9 280 and GTX960 both come in a little under budget, but I'm assuming USA prices, if you live elsewhere things will be very different.
Either is a good choice provided the CPU can keep them fed with data and the power supply can cope.

This is so far the decent budget Rig i can think of due to the budget, i saw a set on sale but if it's not good, i'll assemble a new set

If you want NVidia you might just have to go 750 Ti. AMD has a lot more budget options. I would recommend an r9 270 non-x since its performance is like 1-2 fps then the x version. Or if you want to go a little higher, go for the r9 280 non-x. Certain models are on sale for $155
