I assume you've put the drive in to a third-party enclosure - - right?
Well you could try a new USB cable, if that makes no difference the enclosure could have an internal fault.
It's not impossible (but unlikely) that the drive has failed if all you've done is change folder permissions. The symptoms suggest that it's a connection problem if it's not being detected at all, either a connection issue inside the enclosure or a bad USB cable.
