Confusing Memory Problem

Hello i have an odd memory problem with my newly built computer that i haven't been able to troubleshoot. My current memory isn't working with my motherboard. The odd thing is the memory doesn't work by itself but when i pair one of my memory sticks with a different one it appears to register both sticks as 12gb. My 4gb stick and the extra 8gb stick. I've tried with both of my memory sticks with the extra stick and they all register. When its just my memory sticks trying to run in dual channel or single channel i get no response from my computer other than the fans. When using the extra stick it works perfectly. I will now post my specs below.

Motherboard: 990fx ASrock Fatal1ty killer
GPU: hd 7770
cpu: fx-8310
psu: Corsair TX750
Memory: 2x4gb AMD r9 gamer series 2133mhz
hdd: hitachi 2tb
ssd: 840 evo
Extra memory stick: 1x8gb corsair vengeance 1600mhz

I've also tried lowering the voltage and memory speed to 1333 incase there could have been some sort of problem with the mobo handling the speed. The current speed is supported but just wanted to be sure. Ive also tried matching each stick of memories specs to that of the extra stick of corsair i have. I wont be able to do anymore tests with the extra corsair stick because i was only borrowing it. I'll be able to use it again in about a week. Thanks for reading this i hope someone know whats wrong with this. And yes i know the gpu is weaker than the cpu im going to be upgrading it once i get my computer working.

its an 8310. And its the 8gb stick that works fine its my 4gb sticks that are not working. I cant try increasing the voltage at the moment since the 8gb stick is in use right now. ill still try the adjusting the voltage the 8310 and 8320 are almost identical.
