Long story short I built a new pc and i grabbed a sapphire r9 290 for a steal (or so i thought) and was getting nothing but black screens when trying to game and would have to reset my pc to get a picture again...after uninstalling/installing countless drivers, changing psu cabling, etc i came to the conclusion its an overheating issue. Once this bad boy hits 95C it shuts off and the pc crashes to a black screen. The only way i am able to circumvent the issue is by using msi afterburner to either ramp up the cpu fans to 75% making my pc sound like its preparing for take-off or to underclock it. As you can imagine neither of these options are satisfactory. This lead me to look into aftermarket cooling.

The Dilemma : I have like a half cm of wiggle room between r9 290 and the hard drives. What (if any) low profile coolers are available that will effectively drop the gpu temps to where i can keep the fans lower without changing the height of the card?

The 970 will be better, cooler ,quieter, smaller. Although if you're going to have to hand over 100 dollars + just to change it.

Depending how much you want to spend. You could buy an all in one water cooler, and just using a cooling bracket to attach it to your gpu. NZXT G10 Kraken.

I would say that's one of the lowest profile coolers, other than that look at Arctic cooling's coolers. Just look at the specs and it will give you dimensions.
there's this.

(australian website btw)
I'm not sure exactly how much space you have so you'll have to check that.

-good luck

edit: by the way your PC still shouldn't black screen, your card should throttle down to not hit the high temps.

thanks man. im considering just selling the r9 and getting like a gtx 970 at that rate cuz i need something that wont increase the width. but anyway so it should throttle it? i mean i figured thats the cause since it was black screening almost immediately then once i started testing it with furmark the moment it hit 95C my screen went black. i also was playing ryse maxed out for 30 mins last night with no hiccups with the fans turned up to 60% ...this is the first time ive had video card issues so this is all new ish to me...ive built a few pc's in the past and they just worked lol

(unless you can sell your 290 for a good price) then personally It's not worth it. Although you'll still be forking over 80 dollars+ just for a good cooler.

You could also clock down your card but why pay for a card that doesn't run at it's rated speed. Best way would be to go with the GTX 970 depending on how much you want to pay.

-good luck
