USB ports seem to be having trouble? Troubleshooting this?

I'm running a gaming computer with the following specs:

Win 7
GTX 670 FTW
Corsair 16gb RAM
1TB HDD/2xsamsung 840 pro SSD 120~GB
Corsair 650w PSU
Gigabyte z77 UD3H mobo
i5 3570k CPU
Xonar Essence sound card

Temps look good; No weird performance. For a while now, I've been seeing some transient USB problems starting with a gaming keyboard I had a few years back. Every ~10th key or so would skip, sothat I wold type kind of lke thissometimes. I thought the keyboard was faulty, so I eventually changed it out and got the same problem.

I eventually realized that with certain combinations of USB ports in use, my devices don't perform like they should (phones stop and start charging, etc). My problem is that I'm not sure how to diagnose this. I have a monitor, the computer itself, a printer and a router plugged into a surge protector that goes into one outlet in the wall. I also have an RGB LED K70 keyboard, a gaming mouse, and a webcam plugged into USB. I'm thinking my issue could be:

1. Too little power into too many things, starving the ports of power
2. Faulty PSU - 650w should handle this build fine but maybe something's wonky
3. Bad mobo or ports on mobo

Devices never don't work at all - they just don't perform totally properly. How can I diagnose this and fix it?

Does the mouse and keyboard sometimes seem to jitter and lag or just not work for a few seconds sometimes too?

If so, I had this problem with my Impact VI mobo, but since I went to a full ATX board, my Hero VII, everything is operating properly with no jitters or weird lag / no input moments.

Also, I am going to assume that all of the ports are connected directly into the mobo's rear ports, and not into the case ports, where the USB wire could be damaged or not inserted all the way....? Because that also happens too.

Yeah, these are mobo ports, not front case ports. Sometimes I get the jitter/lag when this comes up, yeah. Currently my K70's LED lights can freeze and stop animating through whatever pattern I have configured. Is there any way to narrow this down and verify that it's my mobo? If I could tell for sure, I'd just buy a new one and be happy, but I don't want to reconfigure my house, buy a new mobo and a psu just to find out I could have fixed it for half the price.

Yeah that's exactly what I had. Far as I know, and from what I found out, I could not verify anything coming from the USB's. I just found out that the Hero VII gave out a constant 5V to all of the USB ports, whihc was not advertised on the Impact mobo, which kind of started me on a detective program. I looked for some sort of USB voltage test thing, but I found nothing. Sorry I can't be any more help man!
