No boot, GPU fans spin and stop

I just got a gigabyte 78-LMT-USB3 and a AMD FX Black edition processor. I also have an XFX R9 270X GPU and when I go to turn on the power, my GPU fans spin and stop and it doesn't boot. I also tried my Radeon 4890 and the fan works fine but still no boot. Is this my PSU? My mobo? Ugh and help would be much appreciated.

All that I can found about gigabyte 78-LMT-USB3 and AMD FX Black edition processor and XFX R9 270X GPU is that advocated a 650W power supply.
It could be a clue?

i got the same problem when i tried to put my palit gtx 750 to my hp p6-2212d mobo. At first the mobo loads but dont boot the second try was frustrating when the same kind of problem occur. All of the fans spins for a second then shuts down.
I asked help to a technician and the 1st diagnose is that i shorted the motherboard but as more we test everything it turns out the my processor was the culprit. It was busted, i think i shorted it or something.
