I Screenshot my performance monitor and I have 3GB of my 8GB ram used on idle,
I already turned off most of the ones that consume the other 1GB, like steam, sidebar and others.
so in idle my RAM gets halved.
This started bothering me as when I was play H1Z1 yesterday, my game started stuttering and lagging, I minimized the game and i was at 99% RAM usage, only 300 Mb left so I suspected it to be the ram as because when I do something it only pretty much gives me 4GB of my 8GB. So whats consuming 3GB of RAM at idle?

But try ending the 'svchost' entry. Sometimes that goes a little awol I find, and a simple end to it resets it to a nice state.
