power supply calculator confusion?

i recently bought a new graphics card and it didnt work with my setup. i sent it back to xfx support and they sent it back to me saying they tested it and nothing is wrong and to check my psu and bios. updated bios and still nothing so psu is only other thing. problem is the calculator sites are being very inconsistent,outervision says 540w which is below the 550w i have right now, and powersupplycalculator.net is giving me a recomended of 558 and i dont think an 8w difference would cause the graphics card not to boot, while newegg and asus calculators are in the 700-800w range. i have a strict budget of $70 and with that i could get a corsair 600w but with these kind of calculations im not sure if it'll fix the problem.

current setup

cpu- amd fx 8350
mobo-asus m5a97
hardrive-1tb 7200rpm toshiba
psu-550w, dont know brand
graphics card-sapphire radeon hd 7850 ->xfx amd r9 280x
ram- 2x4gb 1333mhz + 1x8gb 1600mhz

more than likely the psu is the problem. the 280x is a 250w gpu and the 8350 is a 125w cpu more if it is oc'ed. this will pull more than most 550w psu's can handle. however, the system should boot up as at idle the power loads are very low. does the psu actually have both power connectors for the card. i know the 280x uses a 6 pin and 8 pin connector. not having both or using those molex adapters can cause issues as well.

i really need to know what psu you have. look at the label and post the model number so i can look it up. if you just want a new psu, here is a solid one that will be plenty of power and is under your $70 budget.

more power than needed but a good price and it is top quality. much better than a corsair cx series.
