Anyone gettings suddenly faster internet? (comcast, west coast, Net neutrality effect?)

So, I haven't purposefully upgraded my internet speed, but today while downloading/installing Windows 10 and stuff on my test setup I noticed unusually high download speeds.

And sure enough, the tests show a marked increase. Is this cause the FCC said Comcast can't limit traffic, assuming it was secretly/unsecretly before?

Sure man! Everybody's netspeed tripled overnight and my ISP, AT&T, sent me a rebate check for all of the bandwidth they've been keeping from me. All Hail the King!!!

No, there was a planned rollout to double internet speeds for Comcast. Cox did the same thing at the beginning of 2014. They moved their highest tier from 50mb to 100mb. This is to deal with competition from ATT and Verizon who are about to reach 50mb.
