does cpu usage during games affect peformance?

if the cpu usage is 80% whats the diference in performance fps with cpu usage 40%?i have a haswell i5 without hyper thtreading,and gtx 970

I think i see what you're asking... It doesn't matter until you start bumping up against 100% cpu usage. At that point the game and/or gpu are asking for data faster than your cpu can provide. Hard to say exactly what the impact to framerate is since it depends on just how far behind the cpu is. I like to overclock just enough that my most demanding game doesnt run above 95% utilization.
