PC won't post (please help)

Hey forum members,

So my friend's computer recently wouldn't post and we're not sure what's wrong. I have checked the psu is working by using the paperclip method with the 24pin connector and sure enough the fan started to spin. As for the motherboard I have pulled out all of the cables and only have the essentials: 24pin, Cpu 8pin, 1 stick of ram, cpu fan 4pin, gpu with power cables connected and it still doesn't boot. My friend said he checked the socket for bent pins and it didn't look like there was any but I personally haven't checked myself. When the power button is pressed on the motherboard the red error LED flashes and the fans start and then it reboots. Here is a video of the process:

If anyone knows what could possibly be going wrong then please let us know we greatly appreciate it. The PC was working fine a few days ago I believe he took it apart to put some LEDs or something and now it doesn't boot.

As long as the cpu fan is connected via the 4pin the cpu fan does not need to actually be sitting on the cpu to boot right? Becuase I just have it there dangling for ease of use to remove the cpu. I checked the beeps by plugging in headphones to the front audio jack via the cable from the motherboard and I heard 1 faint beep per reboot.

1 beep is normal, recheck absolutely everything and the cpu fan has to be on or during bios your cpu will overheat
