Description of the problem :
I have received my new PowerColor AXR9 280 3gbd5-t2dhe that was sent as a replacement for my faulty HD 7950 PCS +. I installed it properly and booted the computer.
The Graphic's card displays solid white/blue/purple vertical lines on the screen (starts at the BIOS and never disappears). These lines change positions when I change the resolution.
Everytime I try to install the ATI driver (I have tried the 14.4 and the 14.12 versions), the screen goes completely blue/purple/white, and remains frozen indefinitely. After I force reset, the ATI driver still doesn't show up in Device manager. Only ''Microsoft Basic Display Adapter'' shows up in the device manager for display devices.
Solutions tried :
- Boot up the computer with the on board graphics with the card plugged in. Tried to install the ATI driver. Still froze during installation (no color, only freezing).
- Set the graphics display to PCI-e by default in the BIOS.
- Checked if all connections were between the PSU and the GPU were fine.
- Remove all drivers with DDU and boot up.
- Remove all drivers with DDU and reinstall ATI drivers.

GPU : PowerColor AXR9 280 3gbd5-t2dhe

CPU : Intel I5-4460
