G2A is a grey-market reselling site. They facilitate sales between sellers and buyers in different regions. This is not illegal, but publishers often take measures to reduce or even punish grey market activities. Foreign copies of games are cheaper due to the lower purchasing power in those regions, but those copies may not be identical to the same game sold in North America.
It's common for many games purchased in Asia (especially China), Germany, Australia, and Russia to feature different art assets to suit local preferences or censorship laws. Many foreign editions will also be language locked and may feature region-restricted multiplayer. If you don't feel like playing with a bunch of Russian cheaters online, don't purchase a Russian copy of a game.
EDIT:
On a related note. Never, ever purchase a copy of Windows from G2A. Windows is not available anywhere in the world for prices that low. The keys sold on G2A are either stolen volume-licence keys, or keys that were given for free to students and charitable organizations.
