Very Slow, Freezing Computer

Hey guys I was hoping the expertise found on this website would help me pinpoint the problem with my computer. Since my computer is having all sorts of issues, I'll list them all.

Here are my specs:
MOBO - Asrock z87 Extreme 6
CPU - Intel i7-4770
GPU - EVGA GeForce GTX 770 SC
PSU - Corsair CX 600M
Hard drive - Seagate Barracuda ST2000DM001
RAM - 2 4gb HyperX Blue
Software - Windows 8.1 before reset, Windows 8 after

It will boot up fine sometimes and other times it freezes on boot up with an error code 99. I have moved my GPU into another slot and haven't received the message yet, but can't it still be a problem?

If I attempt to go into my bios it freezes and I have to hard reset my computer.

Until 4 days ago my computer is suddenly VERY slow and programs always stop responding. (This occurred 8 days after a power outage that started with a brown out and then a black out while my computer was on). I thought it was a software issue so I wiped out my drive and reinstalled Windows 8, but it's still very slow.

I scanned my computer and Norton detected 2 viruses and removed them. I also ran a Malwarebytes scan in safe mode and it did not detect anything.

I've already replaced my PSU once so maybe I'm having another problem with the replacement?

Sorry for the long post, I just wanted to give as much detail as possible so that the problem would be easier to solve. Thanks!

quite possibly a corrupt bios or a badly seated CPU/cooler which is overheating

or the power outage has caused some damage

Install hwinfo and check your CPU temps when the PC is idle and also when programs are active

If temps are high, remove the cooler, clean it and the CPU, re-apply new layer of TIM and re-install the cooler

Check the temps again

Once temps are ok, try to access the bios again. If it crashes, you'll need to get the latest BIOS version from Asrock and update it

Yeah, I reset the CMOS but it's still persistently slow and now I can't even load into Windows. I just see a black screen now. I'm positive its a hardware issue, but it's difficult to pinpoint which part is failing.
