Bad FPS on black flag with good PC

OS: Windows 7 64 Bit
GPU: GeForce GTX 760
CPU: AMD FX-8350 Eight Core (clocked at 4.6 GHz)
CPU Cooler: Corsair H100i Liquid Cooler
SSD: Kingston 120GB
HDDS: WD Caviar Blue 512GB and WD Green 2TB
Case: Corsair 780T (graphite)
Main Monitor: AG Neovo L-W22 22 1080p
Second Monitor AOC 2036 1600x900
PSU: Corsair CMX 600W Semi-Modular 80 Plus Bronze
Optical Drive: Samsung 24x Retail DVD Writer
Motherboard: AsRock 970 Extreme4
RAM: Corsair Vengance DDR3 8GB 1600 Mhz

On these settings:
Resolution: 1080p
Environment quality: High
Texture Quality: Normal
Anti-aliasing: Off
Shadows: Soft shadows (medium)
Reflection quality: Normal
Motion blur: Off
Ambient Occlusion: Off
God rays: Low
Volumetric fog: Low
V-Sync: Off
PhysX particles: Normal

I don't even get above 30 most of the time with highs of maybe 40 and even when I put the settings to as low as they can go I still only get highs of 60-70 I should surely be getting better than this, any idea how to fix it?
 
Solution
The soft shadows are the problems mate. They are horribly optimized for almost every single assassin's creed game that has them. Turn your shadows on very high (without soft shadows obviously) then you'll see a big fps increase and you can increase your other settings like texture, etc.

Dont use soft-shadows & physx.
Also Enviroment quality also has a high performance hit.(or at least it did on my old 560, didnt check the difference with a 970).
Try it with normal enviroment quality and normal/medium shadows. You can probably then turn up some other settings.
