GTX970 getting 20-30 fps in Battlefield 4? Very low.

I've been trying to solve this problem on my own through looking at previous solved threads, but it seems nothing has changed. I'm currently receiving 20-30 fps in bf4 on Ultra, when I should be getting around 60. I've already tried changing my XMP profile to 1, Clean boot, and updating my drivers. Nothing thus far has helped. After I clean booted my computer, the game wouldn't run multiplayer, and it gave me an error message saying I was kicked for server connection. I had to re-enable start-up programs and after that multiplayer worked again (but now there's no clean boot). If anyone is having the same problem or knows how to/has solved this problem, your input would be greatly appreciated :)

Playing on a 22in 1080p monitor

turn off origin in game and resolution scale decreases the fps at 150% you are basically at 1600p I sometimes play @200% on my 780ti sli and average about 80fps. But origin in game might be the culprit also is vsync set on?

I know resolution scale being marked up should decrease my fps, but at 100% the game is very blurry; especially at far distances. I'm not sure if that's the norm or not.
