Question about FPS! (Help Please)

So thanks to multiple people on the forum I've got all my parts selected BUT I need to choose a monitor.

Now my question is that if the monitor has a 60Hz refresh rate then does that mean I can't play games over 60fps? I'm pretty sure my build will be able to play some games higher than that so could someone please explain?

No one said you can not run higher frame rates, The screen will just not display them all fully(74 on a 60hz screen). 120hz monitor should be enough for most users wanting faster input with less blur.
A 60hz display can be used with a computer pushing more than 60fps, but you will get something known as page tearing. This will have some lines(it is normally just one, but can be more and it is not always in the same place) when more than one frame is dawn within the time of a single refresh. This page tear effect is more noticeable when moving side to side.

Many users are not bothered by this while others can not stand it.

This is a simulated image because you can not take a screen shot of it because the video card is still making full frames even if the screen does not get to display it all.

You'll be able to play beyond 60fps if you turn Vsync off, turned on it will deal with the screen tearing problem that for some people (like me) is a very bothersome effect, others however, specially if they have never got used to use Vsync have no problem at all with it.

I think your feeding me a bunch of BS because I just went into minecraft on my crappy laptop and can walk around in singleplayer and get 74 fps yet the screens refresh rate is 60Hz. Help me out here.
