My new computer's download speed is much slower than the old one's...

Okay, so-- I've done my searching and my poking around, and to no avail, so I'm gonna start a new thread in hopes that this goes somewhere...
Hardware specs. first:
Old computer is a Window's 7, Intel Centrino Dual Core Lenovo computer, with a Intel WiFi Link 5100 AGN card, as well as a (?) Microsoft Virtual WiFi Miniport Adapter. Has most recent drivers, I think-- 13.0.0.107. The new computer is a Dell Inspiron 5447, i5 processor, with a Intel Dual-Band Wireless AC-3160, also with most recent drivers (I updated all the drivers, hoping it'd solve the issue.)
I also have two routers, if that influences anything, though the same effect happens on both-- one's a motorola surfboard series, the other's a Cisco e2000. All have had their drivers updated, and the Cisco has had a factory reset.
Also, I'm about 10 feet away from either router, and a floor up.
The download speed seems to be 40~ mbps, at max (speedtest.net has told me between 25-35), on the old computer, while the new computer pushes 4 mbps when the connection doesn't fail entirely. Most likely it's something in the Dell but I'm not really sure what it could be. I've uninstalled McAfee, and it's brand new so there's (probably) no software getting in the way. Again, all drivers have been updated to their most recent version. I've also tried setting the gHz on one router to 5 rather than 2.4 hoping it'd help. Uh... what else... I think that about covers what I've tried so far, but that's all I could find on the site.

Any help please...? I'm running out of ideas on what it could be, and getting a little desperate here...
 
The new computer's speeds sound quite slow.

I would run Speedtest.net while attached to the router via a wire to see what your max speeds are.

The wifi in the new Dell is not good. If you have already reinstalled the drivers, than it sounds like a hardware issue. I would bypass it with a USB wifi adapter. I linked to an affordable one that is 802.11ac.
