Is this psu compatible with an EVGA GTX 750 ti?

I wouldn't have usually associated artifacts like this with a power problem.
If you draw more than the power supply can handle, it should shut down, although cheap power supplies can fail in less desirable ways.
This is a poor quality power supply. Replacing it is probably the best place to start.

A good 400W supply would be enough with this card.

What do you suppose the problem may be? I forgot to mention, that after the screen bugs out, it goes black and then says the nvidia kernel driver has failed and recovered. It does this constantly. And on some other games, the game would freeze at random times, and take several seconds to recover. I was using a GT 740 at first and it was fine, but when I got my GTX 750 ti, it started doing this.
 


Display artifacts indicate a graphics card issue, but this could be caused by power problems.
Make sure your display drivers are up to date, since this costs nothing.
I think replacing the power supply is the next step, since you would be best to do this anyway with a poor quality supply.
If these fail, it could be a hardware fault in the graphics card.
