Unlikely it will work with just a consumer router. All positioning systems are based on transmitting very precise clock values and then comparing the time transmitted to the time received and calculating distance. Even if you had a a good clock source the inefficiencies in 802.11 wireless will destroy any accuracy. 1ms is nothing for computers but for a gps you get way over 100 miles of inaccuracy.
