Need Help choosing a graphic card

Hi guys.Well my pc is really old and i can't run most of modern games at good quality.
My specs:
CPU:AMD ATHLON 64 X2 4200+ 2,2Ghz
GPU:geforce 8400gs
HDD:500GB
OS:Windows 7 Utimate 64bit
RAM:4GB DDR2
Motherboard:Lenovo 9384Y2S(Socket AM2,PCIE x16)
So i was looking to upgrade my video card to and R7 250 1GB GDDR5, but my friend told me dat's my cpu will bottleneck the videocard.Well if dat's true can you reccomend me another graphic card.
PS:I have looked at CPU's too and i can buy an motherboard and a graphic card(and lately upgrade my cpu) or i can buy and AMD FX X4 4300 and a motherboard with AM3+ slot,but i wont be able to upgrade graphic card.

r7 250 is crap go for gtx 750 it will give you nearly twice as much performance

and you really need to upgrade to fx 4100,am3+ mobo and 4 gb ddr3 ram

start saving money bro

Well right now i haven't got much money , so im going to buy a graphic card and a mobo or a cpu and a mobo.I could take the r7 250 if it wont bottleneck but i just cant be sure.And if the r7 wont work properly should i take a mobo with am3+ slot and a fx x4 4300 ?Pls give me advice what to improve in dat old machine.
PS:about the gtx 750, man im sure dat it cpu will bottleneck this gpu cuz it's way faster then r7

Hard drive as well. This is pretty much a total rebuild, and if you don't like the case or the power supply is weak you may as well start from scratch. But it depends on your budget. You can start with a new rig for about 500 bucks but it won't be a perfect PC, it will be better than this and then you can upgrade smaller, modularly to better parts as you go. Most important is to start with Case and PSU, those technologies move slowest in the industry, get a high quality PSU with enough watts and a high quality case you like and don't cheap out, because the idea is you're going to be putting premium components inside it and hopefully both the PSU and Case will outlast any other upgrades.

I know that's a bit counter to how some people think, but I'm thinking long term value, not saving dollars today for the short term. If it were me next would be CPU/Mobo/Ram, if you buy a quality CPU you'll likely have onboard graphics much better than this GPU, and if not you can always use the old GPU for now. Then an SSD, keep the old 500GB HDD but clone it to the SSD, and use the HDD for odds and ends. An SSD really makes a huge performance leap when you have your OS and a few favorite games on it.

Finally the GPU, I save this for last because maybe by the time you've done everything else prices will come down, tech will improve as the GPU is the fastest evolving component in any rig, and will be the one thing you replace most frequently because of it. It's last to make sure you get the most bang for your buck and have the longest lifespan out of it.

There are plenty of people who will advise you on the components you should get so I won't be specific, except to say I favor Intel/Corsair/Noctua and Nvidia. I say go to the Tom's Hardware Best Gaming CPU's for Month X when looking, lots of great Articles here and select from that list , mobos etc....

Well thank you for the answer.I looked few other forums and sites and finnaly found dat best solution of this problem is to take a new mobo,ram and cpu for now.I will use my old gpu(atleast it's 512mb :D).Well im going to take and amd x4 860k i think it's best cpu i can take with my budget.Then i will take a mobo with fm2 support and 2x2 ddr3 ram.
