What is the best HDD From this 2 WD Blue or WD Green for a gaming PC

Wd green is meant for usb external or internal backup drives not boot drives or drives in continuous use as they spin down if not accessed for a while so there is a delay while they start up again.
The time before spin down can be over ridden with wd software

Blue is faster, then black , then veloci raptor
Red for servers or NAS

Blue is the better choice - the green drives spin down when they aren't in use, and when you need to read from the drive, it will "pause" for 3-5 seconds waiting for the drive to spin up. If you are playing a game when that happens, it will be very frustrating....

The particulars on the drives:
WD Blue - typically 5400 RPM SATA III drive - good for standard desktop installations.
WD Black - 7200 RPM SATA III drive - good for high performance desktop installations.
WD Red - 7200 RPM SATA III drive - optimized for NAS installations - not meant for desktop installs.
WD Green - typically 5400 RPM SATA III drive - similar to the blue drive, but with green features that spin down the drive when not in use. Not good for primary hard drive or gaming drive. Great for a backup drive.

WD sells other drives, most are either optimized for video surveillance (purple) or meant for business installs.

It depends upon who you buy them from....the "typical" was put in there because if you go to Best Buy, Costco, WalMart, Sams Club or other local store, they are the 5400 RPM models (they are trying for "best price"). If you look on NewEgg, they have a mix (ironically, the 7200RPM 1TB drive is less than the 5400RPM 1TB drive). The Blue drive performance, even at 7200RPM isn't the same as the Black model, but still a decent drive.
