W8 task manager shows 10mbps network as 100%

So I see Chrome is downloading something and it's fully red, claims it's using 100% but it's only downloading at 10mbps, is this a limit in Windows 8.1 or something else? My motherboard's ethernet port supports 10/100/1000 mbps.

Do you mean MegaBITS per second, or MegaBYTES per second. There are 8 bits in a byte, and Windows 8 task manager shows BITS per second, not BYTES. if task manager is showing 10Megabits per second, it is downloading something at 1.25 Megabyte per second. This is not at all a Windows or Software related thing. JUst because your motherboard Ethernet supports 10/100/1000 mbps doesn't mean that you download at 1000mbps. It all depends on the speed of you internet modem. If task manager show 100% for network, that means that it is the maximum speed for you connection to the internet.
