Help in deciding GPU and PSU combo for ATI Radeon HD 4200

Hi guys I'm new to this forum and needing some expert advice. I want to uprgrade my computers GPU and PSU but don't have any idea on how to choose. I mostly play WoW but on low setting with only 16 fps wishing to atleast get medium settings for a good budget.

I have a
HP Pavilion p6823w
GPU- ATI Radeon HD 4200
AMD phenom II X2 521 processor 3.50 GHz
windows 7
4.00 GB Ram

Budget like to be around 200 maybe 300

You may be tempted to go for a more powerful gpu since your stated budget will allow such, but honestly, the cpu would bottleneck the gpu to the point of you wasting money.
For better gaming, especially in WoW, stay away from the 64player servers when they are packed. Your cpu can't handle that amount. Even 16players will...
