PC parts
Just finished building my new pc, but noticed that my GPU spins for 2 seconds on boot up then stops. My hdmi is connected to it and the display is working. I should mention that I forgot to put the 6 pin connector at first, and the fan was not working at all at that time. But after inserting the 6 pin connector the fan would work but for a few seconds on boot.

Solution
if its an nvidia gpu, then download precision x. You can adjust the gpu fan controls from there. It must have been auto set to 0 when under certain temp.

Your GPU has the feature where the fans don't spin up until it's up to a certain temperature load, 50c or so. Does it spin when you're gaming?

I haven't tried because I'm afraid it might fry my gpu

Thank you, this worked for me, but for some reason the fans stop when i close precision x. They only start after opening the program again. Is there a workaround to this?

There's really no need for you to be worried about the fan not running at idle etc. It will run when it needs to. It's a feature for your GPU to keep your overall system noise quiet. But, if you really want the peace of mind:

-save your desired fan settings
-enable Precision X to be run at startup
